327 Manobo Children gained legal identity

“One of the rights of a child is to get registered upon birth” according to Article 7 of the United Nations Convention on the Rights of the Child .This lead Pasali to take initiative in facilitating birth registration to 350 Manobo children in Sitio Biao, Barangay Napnapon, Palimbang together with the Local Civil Registrar of Palimbang, last September 13-14, 2013.

The foregoing sentiments of Manobo and the difficulty among the older Manobo children from proceeding to higher educational ladder due to absence of legal documents such as birth certificates motivated PASALI to intensify its effort in taking the lead of organizing and strengthening the Barangay Council for the Protection of Children (BCPC) to its target villages in Palimbang, Sultan Kudarat. 
Through the conditionalities set by the Modified Conditional Cash Transfer of the Department of Social Welfare and Development, a two-day birth registration took place at the heart of the 17 kilometer-hilly mountains of Sitio Biao. This humble effort became possible through the persistent appeal of the children’s staff and the leadership of its Barangay Captain. They finally received the approval of the LGU Palimbang, Sultan Kudarat to send 12 of its personnels from the
Local Civil Registrar (LCR) office with the support of two (2) DSWD-paid Municipal Links. The two-day birth registrations have catered 350 Manobos with 327 children and 23 adults who were issued with an absolutely sealed LIVE BIRTH CERTICATES. 

Below were the quick steps undertaken by the registrants in securing their Birth Certificates:

Step 1: Filling in of Information Sheets
Step 2:  Having the filled in Information Sheets reviewed by the LCR Head
Step 3: Typing (encoding) of data in the Information Sheets
Step 4: Issuance/awarding of the LIVE BIRTH CERTIFICATES

Having gained such document, the Manobo children can now easily access government’s basic social services especially on education and health. It is anticipated therefore that more children will be facilitated for enrolment next year especially that the new additional classrooms are already constructed therein. 

Apparently, having seen and felt the result of this rewarding endeavour, BCPC members expressed their desire to bring this endeavour to the neighbouring indigenous communities in the barangay in the coming days.

2nd Batch Offsite Payout

The second batch of release was made last September. Staff from PASALI Philippines facilitated the offsite Payout and catered MCCT Beneficiaries coming from 4 Barangays namely, Bawing, San Jose, Fatima and Tambler. A total of 178 out of 224 beneficiaries received their cash grants for health in the month of May.
 Only 46 beneficiaries were not able to receive their grants because during the payout, the team discovered that their names also exist in the list of CSWD’s MCCT beneficiaries. There were also cases that the beneficiary was not able to come because of the distance of their houses (too far for them). Philpost. Family Planning Organization of the Phils. (FPOP), City Social Welfare Development Office Staff and MCCT Staff from other CSOs also assisted during the payout.

Model Farms by MCCT Parent Leaders

The once idle lot beside a school is now tilled. Excited parents gather in their common farm for transplanting. In the front, soon will crawl watermelon and squash after the carrots and sweet corn. In the middle part will grow peppers, tomatoes, eggplants while at the back are crawling vines of bitter gourd and string beans. There are 13 kinds of vegetable and spices growing together for a harvest festival happening on July. read more

First Release of Modified Conditional Cash Transfer

This year, the releasing of modified conditional cash transfer( MCCT) started. Two batches of releases was made; first in Gensan last January and recently this March in Palimbang. A total of 496 families (178 families in Palimbang & 318 in Palimbang needing special attention received cash grants directly. Pasali also facilitated the release of the regular conditional cash transfer, facilitating a total of 1100 families in the Municipality of Palimbang alone. ​

In just 1.5 hour, beneficiaries of MCCT in Palimbang received their cash grant. Also, the validation was tightened to be sure that only the right persons receive the grant. In fact, out of the 85 beneficiaries in Barangay Napnapon in Palimbang, only 65 passed. Security was heightened as the Police and military posted during the release.  Read more, Facebook

    MCCT

    Pasali aims to see at least 700+ happy, healthy, school-going Tri-people children in General Santos and Palimbang as the organization implements the MCCT on behalf of DSWD for 700+ beneficiaries last 2013. ​
    The modified elements of Pasali's MCCT include a modified Family Dev. Sessions module - one particularly built for Tri-people families, assisting the families to gain access to possibly clean water, food and income generating intervention, lobby for their school and health needs, and an exit plan.
